It used to be the 8th day of the 4th lunar month, now usually celebrated on May 2.

This hokku is from 1/20 (Feb. 19) in 1805, when Issa was living in the city of Edo. Perhaps he sees piles of earth excavated at a new construction site or earth waiting to be used in a landfill -- the land area of Edo was constantly being increased by landfills that extended out into Edo Bay, now Tokyo Bay.
Or perhaps one of the many moats and canals in Edo is being dredged. Or perhaps farmers are preparing a new field on the edge of Edo. In any case, the piles of fresh earth rising near the street or bridge or embankment seem to suggest expansive openness, the earth's returning warmth and various scents, and the increasing expectations people have for the future, all of which are associated with what we usually think of when we speak of spring.

Worldwide use

Northern and Southern Hemisphere

If there is not specific mention, a calendar reference kigo refers to the Northern Hemisphere as its place of origin, since haiku and the saijiki concept originates in Japan.
For the Southern Hemisphere, add six months.
For a calendar reference kigo originating in the Southern Hemisphere, add six months to get to its Northern counterpart.
