This hokku was written in the 6th month (July) in 1816, when Issa was back in his hometown. Several species of water rails live part of the year in Japan, but according to the large Kadokawa saijiki the ones that spend the summer there and give off the most piercing cries are the ruddy crakes, and they are the classical summer kuina mentioned in waka and haikai. They have reddish brown breasts and heads and are known in modern Japanese as hi-kuina, or red kuina. A chou was 109m / 119 yards. Issa is deliberately vague about the distance.
In a downpour some ruddy crakes by a stream or marsh Issa knows seem to be getting excited, and even through the roar of the rain Issa can hear them crying their eerie cries in the distance. Perhaps their cries sound even more eerie than usual, since they are now utterly in their own element.
